If Bucky were trying to tell Steve he looked stupid, he would’ve said something like “Please tell me you’re not keeping that outfit, though.” And then Steve could have been like “You know what, asshole? I’m keeping it specifically to spite you.”
But no, Bucky asked him “But you’re keeping the outfit, right?” And it’s specifically set to contrast Steve’s prior status as a little guy from Brooklyn, not his prior status as looking dignified. Taken as a whole, the subtext is “I’m following the little guy, but you’re keeping the Captain America get-up, right? Because it’s impressive.”
And you know. If Bucky wanted to be speaking objectvely—like if he was trying to say “People will see you as more impressive if you wear the superhero costume”—he could’ve said something like “You really oughtta keep the outfit, though.”
But no. He phrases it as a question that sounds like he’s asking for a personal favor. And he leans in closer to Steve and asks it in a low voice to boot.
In conclusion a) Bucky is not heterosexual, and b) Bucky definitely has a thing for Steve in costume thanks for coming to my TED talk.
