The recent panels are from Old Man Hawkeye, which means that it’s not “our” Bucky, as in the main timeline (616) Bucky. It’s Earth-807128, so he first appeared in Old Man Logan:

It’s a timeline I don’t follow, but here’s the gist of it: villains took over the US, BuckyCap fought Red Skull and lost, and then Red Skull turned him into the Winter Soldier and kept as his secret weapon.
Now we reach Old Man Hawkeye #6:
Bucky was sent to kill Bullseye, and ended up dead himself.
“Listen to me– all of you out there! You were told by this man– your hero– that America is the greatest country in the world! He told you that Americans were the greatest people– that America could be refined like silver, could have the impurities hammered out of it, and shine more brightly!
